According to the Americans with Disabilities Act, seeing eye dogs must be allowed access to wherever their owners are allowed access. The sign is alerting those who see the seeing eye dog in the store that simply because that dog is there doesn't mean they can being their hunting dog into the store. It's also showing the stores compliance with the ADA.
